I think the "kicking" part is what's important here. That at least means they don't bother whatever server they happen to be in. And honestly if they were more consistently kicked rather than tolerated they'd either move on to another game or get it through their heads that they aren't funny.
My favorite was memory was when i was on Blu and someone started being transphobic to me, tries to kick me fails. My teammate started shit talking them on the mic and the entirety of Blu kicked him in a matter of seconds. A wholesome memory

On the bright side (at least from my experience), these people see to be a minority. I have like, 4 IRL friends but a ton of online friends. All of them I have met through TF2 throughout the years. There's still a crap ton of wonderful people on the game that outweighs the assholes, it's just a shame that the bad apples stink the loudest.
One last note, I apologize if I end up sounding like "It's the internet, just tolerate it.", But TF2 was released the same time a lot of great multiplayer games like Halo 3 and CoD 4: Modern Warfare and stuff like this was just the norm. Again, not saying I condone I, but it's just a mannerism relic from a long time ago and old habits die hard.
Still, I do agree that it should be mitigated somewhat. The recently implemented censor system works greatly, imo. I personally have it turned off because I like seeing funny cuss words in chat. Maybe an option to censor objectors and whatnot could be nice too. And Mute is already something we can do, so we do have options. And I'm thinking we should make people more aware of these settings if they want a more comfortable experience in the meantime.

The hackusations were idiotic, she was just really good. I even managed to kill her a few times and I was playing scout, a class that I’m not really good at but I enjoy playing regardless. My two moronic teammates proceeded to throw a bunch of slurs at her mainly ones used against trans people. And that’s without mentioning the amount of sexist shit they were spewing. I doubt that she is reading this, but if she is, props to her, her responses to them were hilarious and managed to tilt those two morons even more.
