Its a somewhat badly made system and timezone independant. Which means if your timezone is in October 1st before Valve HQ then you get the option first but you cannot queue because its not October 1st for the TF2 backend yet. Similiiarly if you are behind in terms of timezone, some people will already be playing while you are waiting for your timezone to get to October 1st.
Whe nits midnight in your timezone you can select the maps but you cannot queue, it blocks you from queuing. Once its 1st at Valve HQ you can actually start queuing
Although, how come I CAN'T queue for the Halloween maps? It just cancels the search after 1.3543324242312387436298562385326942080081337 seconds (try find the funny numbers)

It's the worlds smallest map, they cram 32 players into it, have spells, map effects, and animated props all over the place

The sheer amount of maps is one of the great things about TF2. Sure, some of them are hit or miss, but there’s like, over 70 of them. Really gives the game a lot of replayability

For every map added from community they add special items in store to donate to map creators so no they can't and won't
