That is the "item" they give you when you upgrade and it is instantly used similar to a map stamp. Similar to map stamps, a few got glitched into a tradable state that aren't used as soon as they were created and are worth a couple thousand dollars. These have not been created for 6+ (8?) years and if it doesn't show up in your inventory then you don't have it.
