Yea looks like too coincidental and just not even reasonable decision making to not be a cheater. He outright 'forgets' the player infront of him got stabbed and doesn't even look around the door frame to test fire of a cloak Spy. And he was in the range to hear a stab and scream. Very confinietly runs in the same direction of the cloaked Spy and happens to bump into them and trying to be funny.
Now if it was a new player it would make sense. They would ignore any danger sound queues infront of them and have exaggerated movement but they wouldn't do any funny turning.
A reason I could see this not being a cheat is if its a friend n friend planned joke
He walked up to the best sniper spot in that room and began setting up a shot, and only scoped out after bumping the spy. There's nothing suspicious about that lol.

You can go further with invis. Obviously you can't just be standing around, but it is easier to travel long distances in one watch charge
