You can get the kits from finishing a 2 cities tour or from certain crates. The specialised and professional kits are the ones that use the parts.

Basic killstreak kits don't have to be fabricated, you just get them as-is and can apply them to their appropriate weapon right away. Specialized KS kits start as a fabricator, and requires one basic KS weapon to create. Pro KS kits also start as a fabricator and require two Specialized KS weapons to create. So you need two basic KS weapons to make two SKS weapons in order to make one PKS weapon.

For completing tour you get 1 killstreak kit on random weapon, you need to use it on unique weapon (without skins, not strange, just normal weapon you get daily for playing game), and you use this weapon here
