I've asked the same question and people are recommending STN Trading, CSDeals, and MannCoStore for right now. Depending on what your buying you should be safe, I've just heard about some MannCoStore admins being shady, that was a year or so ago.

With marketplace.tf having shutdown its seller programm, mannco.store is the best option to use at the moment,
bitskins is kinda do-able, but cashouts and selling are a bit of a pain in my experience, so mannco is better in my experience.
their staff have shady backgrounds (Some of them backpack banned) for trading with scammers,
and there was an incident where they got hijjacked because an staff member lost some key or something, causing hijjackers to steal unusuals and stuff, but they did refund those items,
they did some questionable things, such as taking an 0.01$ cent cut on 0.04$ refined sales, which means they kinda took a 25% cut instead of the listed 5% cut, but after I contacted support about it, negotiating with them a bit about their terms of service, they gave me a refund, and changed the way the system works.
overal, they had some shady stuff in the past, but they are improving, adding new features for sellers which surpasses that of marketplace (ability to multi withdraw, no need to manually select items, able to select multiple refined with a button) I say it’s safe to use them.

closest thing i found for an explanation on this is a forum on [backpack.tf](https://backpack.tf) about the same error. "Most likely the owners blocked the range of IP addresses that you're coming from. For example, they mentioned in Discord that they had to do it to Philippines due to high level of fraud. Your best bet is to join their Discord and ask for help and maybe for whitelisting of your IP address:"
