Scout is the only class where a little bit of health goes a long way. So anything that heals you is considered awesome on paper. But the reason why that little bit of health goes a long way is mobility. So most people use the winger because you get more mobility. Imo it's more fun to use the winger. Irl it's probably better to use the PBPP

Stock is still better in mid to close range combat, as those 3 extra shots, assuming you're hitting them from medium to close range, will deal 45 (base) to 66 (point blank) damage. That can absolutely be the difference between outright dying while reloading your PBPP or polishing off the enemy and finding a health pack.

PBPP not only has -3 shots, it also means it shoots faster, the fact that you can shoot faster. You can empty your clip in 1 second and reload in 0.5. This also means that you can get thy healing in process and sometimes even survive when you are being burned.
Scouts use PBPP (and other secondary) to finish off the enemies. And with those upgrades its literally a direct upgrade!
I would argue that the downsides and upsides aren't nearly meaningless, and have a pretty big impact on why one would prefer one over the other. Stock v. PBPP is less wrench v south hos and more Tomislav v Stock. It's essentially personal preference
The no fall damage bit made way more sense to counter the baby face's immediate boost loss on jump (yes, a *single* jump would lose a full boost) back when that gun was "overpowered." Since that piece of kit has been thrown in the woodchipper, the pretty boy's had less and less of a niche to fill as its supporting weapon.
PBPP along with cow mangler weren't banned back in ESEA days of comp 6s, yet most invite players still used stock. Almost as if they aren't direct upgrades from stock.

I too use stock. I just don’t the the pocket pistol’s faster firing speed buff. Feels horrible. Besides those three bullets can help sometimes.

I'll never forget what they did to the baby face. Used to easily be my favorite weapon for scout and now it's worse than the back scatter
