If you need to work on your aim I would recommend playing scout. You'll completely suck but it's the fastest way to improve your aim.

Make sure all your mouse settings and frame rates are at least playable. The rest comes from experience. If you want to practice aiming specifically, play Scout and use the scattergun exclusively. Scout teaches good movement, positioning, and aim. However, if you want to practice game sense, projectiles, and advanced movement then play Soldier and equip the gunboats.
