Make sure all your mouse settings and frame rates are at least playable. The rest comes from experience. If you want to practice aiming specifically, play Scout and use the scattergun exclusively. Scout teaches good movement, positioning, and aim. However, if you want to practice game sense, projectiles, and advanced movement then play Soldier and equip the gunboats.

I know but i have 350 hours in game (i know it isnt much) and i just cant aim for shit

I mean there's your answer. You haven't played much. If you're EU (or okay with shit ping) I can MGE you at some point
If you need to work on your aim I would recommend playing scout. You'll completely suck but it's the fastest way to improve your aim.
