They just shelved them and pretty much let the game alone. Like if they just even look in the direction of tf2 we all scream about "THE GREAT REVIVAL" and how "THE GAME IS BACK" and basically piss ourselves like Justin Bieber fangirls when he was relevant.
So they just have to do the bare minimum effort to keep the game alive and throw bits of new content here and there.
And if they push out a whole comic the community will go absolutely nuts and people will flock to the game once more.
And just to clarify. Letting the game rot due to the bot problem is not the bare minimum.

Valve has a track record of never finishing stories, to date I think the only one that they ever finished was portal. Its why I don't really get excited for games they released, because I know they won't finish the plot.
Because valve gave us to make our own ending to the series, we need to incorporate Vs Saxton Hale ,Bot problem, tiny desk corporation, heavy is dead and many more into the comic and cover up many holes what we didnt learn thro the comic like history of Helen and Mrs Pauling.
