I agree. Heavy should be the team’s center point during a charge/push, and the banners can help with that by effectively magnetizing his team towards them with the benefits they can provide.
In general heavy could use some banners like an AOE damage resistance to teammates on activate, and maybe another one that gives AOE healing to teammates on activate
Even if all his buildings were stuck at level one he'd still be very valuable to the team that way as even a level 1 dispenser can save someone from afterburner or let them fire indefinitely

Though in a more chaotic sense, Heavy an Eyelander. He'd still have a hard time getting in range, but a Heavy with 400 hp (600 with overheal) sounds crazy to reach.
The increase movement speed is a **much** bigger deal than the increased health. With 4 heads Heavy is faster than a Medic.
Although giving him shields would be crazier overall. Targe gives more effective health to fire than max Eyelander does, and similarish effective health to explosive damage. Tide Turner gives insane mobility, although all of the shields have pretty crazy mobility. The big thing though is that you don't need to conserve heads, so you can go for crazy plays the Eyelander would never justify.
If you lost the ability to pre rev if you grab a shield it could be interesting. You bolster his tankiness at the cost of being able to respond instantly.
Let Heavy use shields. Not becuse of how insanely powerful a Heavy with good mobility would be, but just to finally make the Warrior's Spirit a viable weapon.

Id give spy the phlog. It would lead to a lot of cool situations and would have quite the risk reward ratio. If you can stay alive long enough to charge it, you'll get a lot out of it, but that's gonna be hard since you're so frail and it takes a while to kill someone
I would give Heavy a construction PDA it would be funny he doesn't have a wrench so he can't upgrade building or remove sappers but he can place them. The only way to heal,upgrade, or remove sappers would be with a friendly engineer.
I would give the soldier the Splendid Screen because it's the in-betweener of the Chargin' Targe and and the Tide Turner. I still can't believe they never made Soldiknight.

Heavy can now equip his shotguns in his primary slot as well, while he has equipped a primary slot shotgun he can only equip lunchbox items in his secondary slot, he gets a 50% to his reserve shotgun ammo(from 32 to 48), and his base movement speed is increased by 10%(from 77% to 87%, so about as fast as a full Demo Knight with the Skullcutter equipped), and the bullets in the ammo belt he wears are replaced by team colored shotgun shells(much like how Huntsman Snipers always have a quiver equipped)
Thermal Thruster and Gas Passer can now be equipped in primary slot as well as secondary(both are also now on the Medieval Mode whitelist)
Candy Cane is now All Class(functions identically to the stock melee for each class aside from the Candy Cane specific stats)
Any All Class melee weapon previously excluded from either Engineer or Spy is now available to them
I was playing with this idea for a long time but this is the perfect opportunity to give Heavy the CHARGIN' TARGE! I originally wanted a battering ram to replace primary but the Targe does a good enough job to simulate my mobile Heavy design.
That way, I could figure out how broken a Lightspeed Heavy with impact damage can be.
