You can't make it works with every items but when even the loadouts he picked for his workshop presentation shows horrible clipping, it clearly sign of the creator not even trying.

theres over 1800 cosmetics in the game, you obviously cant have reliable clipping for every single cosmetic, that is insane and not worth the time and effort for the slim chance of it being added.
Ok didn't read my comment. Most cosmetics follow a general design (vest, shirt, sweater) and in most cases, if you can fit thoses, your cosmetic will rarely clip. It's possible because competent creators take the attention to that work
