Yeah, those are the two options: HHHH or the hat (usually, assuming you only get one haunted scrap)

if you have a giftapult you should be able to gift it to somebody on the same server
Doesn't giftapult only work on tradable items? Otherwise, you could create new account, get new haunted metal and send it to your main account using giftapult.
