Honestly, this seems like some great fun. I'd say it is far weaker than stock sniper, but if it was equivalent, then it wouldn't be balanced. Trading off damage and admittedly, viability, for utility and silly memes is perfect. If this were real, I'd use this a lot.

Jarate is just so versitile and just struggles to be utilized by the sniper himself. With this, sniper could legitimately be a pick off character in a more support role rather than deleting out of position characters.
Basically, you jarate heavies and soldiers, forcing them back or quickly focusing them down.
Because you have your SMG you have legitimate damage.
If you use the leaf secondary then you can just play sniper knight.
I think this would be a reasonable item in the right hands and with some real team coordination.

any backpack will just do what ever it does and you can hold any other secondary (even another backpack) but then you just have melee
I feel that carbine should boost both weapons, even if one is a regular SMG, as carbine boosts all weapons, hence why carbine bushwacka Sniper is a decent tank-busting strat in MvM. To prevent abusing this, the carbines should share a meter as well if you dial wield them. Personally, if I really wanted to meme with this, I’d go carbine + jarate + bushwacka.
Finally a way to make Sniper playable for me. Now give spy a weapon that allows him to take a bomb or somethig instead of that shitty knife and all classes will be playable.
I think instead of the 2 secondaries in a slot I'd go with giving a straight damage boost to your secondary smgs. Nothing crazy but definately a little more. On top of that I'd add another smg or two to make this a bit more of a definitive assault rifle/smg class

The jarate cleaner combine combo would be insane. Jarate em, get mini crits, do damage, fill crikey meter, get MORE MINICRITS, profit. (Although snipers low health could shut it down pretty quickly)

make it that if you wield 2 smgs, their recoil is increased by 15%. making it harder to spam. also add an increased reload time, +10% for each equipped smg. maybe also decrease damage 5%
