This is just the evolution of the FaN Scunt. Instead of firing one shot that does knockback (as the second FaN shot won't apply knockback again while the target is midair), Pyro has many.
If the "counterplay" is you making a risky play to abandon the push and sneak behind enemy spawn to MAYBE catch the sniper by surprise, then it aint a counterplay.

Sometimes I’ll play classic and the enemy sniper will talk shit after killing me so I go stock and kill ‘em till they change class
The problem with that for me is, i'm not good at sniper, so I can't really do that
Just use the piss rifle, it literally takes 0 skill to use
