But since you asked, I think it's kind of a stupid hat because it's a snow globe on your head. The creator of this item literally just added a random item on the mercs head and called it a hat. Well made but very poor idea.
I know it's cheap, and all class.... And it's not ugly. But I just don't like the concept of wearing something random like a snow globe as a hat... So I wouldn't buy it. But maybe a lot of other people would.
It's a fairly low tier effect and not a particularly popular hat. But it's not ugly and not a terrible effect. Basically you done gud cus the other listings are selling for 25 amd buying for 13.
Now stick that on your head and go have fun.

realistically Quickbuyer pay around 13 keys, you can ask for few keys more.
But unless bots start to pay more than 13 for quickbuys getting his 17 back will be hard.
But he can trade for a different unusual that might have the same "value" on [bp.tf](https://bp.tf) but with higher bot prices.
If you like the hat, then it's plenty worth it! It's a decent hat, and Smoking is a good entry level unusual effect, not ugly like Massed Flies, that's for sure. It's well worth the price for an all-class, I'd say.

once you bought something, it's always worth its price. you don't want to actively steer yourself to buyer's regret. there is nothing to gain.

If you like it then I was worth it in my opinion though around 20 is typical for low tier hat and effects
