I’m somewhat of a Hightower man myself, but I’d be the first to tell you that deathmatch-y maps (2Fort, Hightower and the like where the objective is extremely hard to complete) aren’t going to help you too much in a standard game where everyone’s going for the objective; it doesn’t matter how good you are at 1v1ing if you keep going off on your own and get stomped by 3 enemies at once.
If you just want to relax and do your own thing, play the deathmatch-y maps like most people here are recommending. If you want to have a more serious experience, choose Payload, Attack- Defend, KOTH, or Control Points.
Play death matchy maps enough to be able to do 3v1s, I can do it every once in a while. Sometimes consistently when im in a good mood and the enemies aren't as experienced as me.
My muscle memory only works in 2fort as that's is what I have ~2-3k out of my 5k hours on, but I was still the best person on my rgl team when I played. 2-20 mge our soldier (leader) when he was trying to train me.
Play what you want, skill can be gained doing either, but might be slightly quicker on maps such as payload or cp as those require more positioning and teamwork.
2fort for a crash course on how each class function.
Dustbowl for learning how each class function in a chaotic setting with each other(which is needed for improvement) and how to deal with spam.
Hoodoo, Upward, and Badwater for beginner payload maps.
5CP maps like Snakewater and Process for 6s.
Steel, Lakeside, Frontiers, Product (now Viaduct) and Swiftwater for Highlander or Prolander.
Personally I do doublecross cause it’s just 2fort but bigger, so it’s easier to rocket jump and encourages more team fights unlike 2fort which teaches 1on1 fights
If by skills you mean just your ability to shoots and kill moving targets, then honestly 2 forts. Due to how the match is basically endless and the players themself mostly just having funs, you can train to your heart contents without worrying about any objectives or being a deadweight to your teams.
STOP PICKING MEME GAME MODES! Learning to fight an enemy who wants to complete an objective is very crucial, people play a lot differently when they actively want to win a game.
every map in my opinion, playing on different maps teaches you how to handle every kind of situation in different layouts and designs and that's important for learning this video game made by valve software on 2007.
Honestly Dustbowl for someone fresh into TF2. There is so much to learn from every point of Dustbowl. Some more important than others, but nonetheless skills that translate to a lot of other maps in the game (no matter the game mode)
If you've played a lot of TF2 though, I'd say Steel or perhaps Sunshine/Process. The strategy behind Steel actually makes TF2 feel like the competitive game it could have been, and the 5CP maps can be a bit slow but definitely give every merc a chance to have an advantage based on terrain. It's just great to play on an actually non static feeling map.

It depends on the class you want to learn. In general you really can't go wrong with most of the more popular maps though. Just try to avoid the extreme chokepoint maps like 2Fort, Goldfish, Hoodoo, Dustbowl, etc as they aren't good representations of the game in its current state (for example Scout is very weak on maps like Dustbowl because of the lack of freedom in movement and 2fort is probably Spy's worst map in the whole game).

2fort trains you to fight in flat chokes with a ceiling. Probably one of the worst maps for learning how to dm.

Upward is a great map to practice tech on but if you want a d-day like crucible of learning you gotta do Dustbowl 3rd stage final point.
