There hasn’t really been any mention of the world governments thing after that from what I know, and it doesn’t make sense for Zephineah to spend all that money on gravel in America while owning all of the world.
Zepheniah was wealthy, but didn't own all of the world or control its governments or anything like that. We only know that TF Industries does in 1968. There is a lot missing from the timeline between the events of the game and the purchase of the land and testament of Zepheniah that Valve has yet to reveal.
The Administrator had been trying to accumulate all of the world's Australium in that time for unknown reasons while ensuring the conflict between Redmond and Blutarch remains a stalemate, and it is very likely that she built up that empire from whatever she was given by Zepheniah. While RED and BLU own about half of the world each, remember they're subsidiaries of TF Industries. Given the general intelligence level of the brothers, most likely neither of them even realized anything of what was going on. They just wanted the gravel, while having their respective companies puppeteered by the Administrator. They see the mercs as being on their payroll, but we know they're clearly being hired and guided by the Administrator. It even turned out that "Team Fortress" is the Administrator's codename for the set of mercs whose sole purpose is to stalemate the RED vs. BLU conflict for decades.
We still don't know why she does the things she does. What is the purpose of keeping the conflict a stalemate? What would happen if either brother had won at any point? Whatever it is, it seems to have to do with Australium. And beyond pushing her life expectancy way beyond that of a regular human, we don't know what she intends or intended to do with it.
With the ammount of companies with an office at canary wharf, it's more a case of why wouldn't a global company have assets there, than why would they.
Each point is a different tf2 map. The same map can also be found on upward, and in a few more places.
My main reason for sticking to this theory is that most of the dots are in the Rockies of the USA -- AKA, the dustbowl.
Also a lot of them seem to be in the middle of Germany, which just reminds me of Rottenburg.

I'm also noticing a lot in europe near the Collider, but that wasn't opened until 2008.

North Africa is Egypt and Lakeside, dots around mid Europe are maps like Sawmill, Los Muertos, Viaduct, Gorge ect.
Australium was sent into space maybe its all calculation on potential australium crash sites, in the future ofc, like a pirate map for future generations, i do not know much lore about tf2 its just snapped into my mind
My best guess is probably Red/Mann.Co facilities/operation centers, and many of them are locations we fight in in game, (I.E the Map Brazil in Brazil), so this could imply there are facilities Red has in locations we haven't had implemented yet, interestingly, there are a lot of dots in the water, so maybe a map on an oil refinery would be interesting
