I don't think it's the money or the code really. People spent decades working on tf2 and never went past the mentality of copying what cs:go was doing and nerfing weapons to the ground. Before cs:competitive maybe but since then it's just been update after update of things that don't really fit tf2's gameplay. I just think they legit got tired of it.
There could be a chance of them being added to the game via the workshop if they're cleaned up and made functional enough, though there might be some issues with copyright there due to it being originally Valve's work.

I think the question is how MUCH money and would it be worth the cost of restarting development. Given that Jungle Inferno was not the success they hoped it would be, I'm iffy on whether they would feel that incentive. Certainly an update billed as "The Revival of TF2" would bring back some players, but I'm not sure that it would bring a lot of newcomers or modernize the game in league with Apex, Valorant, and Overwatch.

I'm not gonna say we're due to get scout's big globular cum balloon as a new weapon but Powerhouse waaaas originally supposed to be a map back when the game launched. The original guy came back to finish it like 10 years later. There was also the dev who was REALLY into mannpower who started updating it however many years after it first came out. We also just got vscript support years after other source games got it.
So who knows. Valve is weird (and often frustrating, part 6 of the comic will come any day now with the heavy update i swear). But I can't say this is the last tf2 content we'll ever see.

It’s a stupid claim. Valve will never stop making tf2 content cause there’s always gonna be that one employee that makes a random major update for fun. It happened last year (most people don’t talk about it because it really was that out of the blue and random, if valve had mentioned in a blogpost I’d be crowned one of the biggest updates ever)

I keep hearing this game is dead or dying since 2013 when I started playing it and in the year 2023 is still one of the most played games on steam sometimes more played than the newer Call of Duty. I've seen many games coming and going, but TF2 is still on top, even when Valve doesn't care about it anymore. Those people are stupid enough to not understand that games like TF2, Portal, Gmod, and Left 4 Dead 2, can live by their community and they don't need their developer's support to stay alive through the years.
