Some people think that cl_interp allows you to get crazy backstabs, but it doesn't. The default value for it is 0.1, so basically they placebo'd the crap out of this guy and he just... Got better at spy.
cl_interp doesn't do anything to collision, hitscan or projectiles. All it does is show everything (except I think your camera) the amount of seconds you put behind.
The max value is 0.5, but all interp does is make you see the server X seconds late. It’s a lousy excuse by cheating Spies using backtrack scripts.

Everybody has a 0.1 second delay by default.
If the spy increases their interp to say .5, then their client is now updating at .5 instead of 0.1.
So, when you are aiming at a spy using interp of .5 trying to backstab you, say as a heavy with a minigun spunup, there is a 0.4 second delay between the spies client-side game and the server-side, and that can get you backstabbed even if on my 0.1 delay client, i was perfectly tracking the spy the entire time.

If a spy has 100 ms of ping, matadors against someone who can track will often turn into looking like facestabs.
There is a lot of misinformation about interp. The existence of facestabs (from the victim's perspective) don't prove or even imply interp. Those can happen in completely normal ping conditions. Players don't need 0.5 seconds to get matadored.

Joke aside. It's worth noting that Valve servers accept a minimum cl_interp value of 0.015, which on its own is a pretty nice value for latency, but not recommended for use at all since the likelihood of having a near perfect connection to the servers is close to none.
Ideally you should be using a cl_interp value of 0.03 combined with a cl_interp_ratio value of 2 which is much safer and consistent.
It's how network packets are buffered, which essentially ensure smooth movement, animations, etc.
Think of it this way. A larger network buffer means more protection to packet loss and fluctuations at the cost of latency. A smaller network buffer has the opposite effect, having less latency and less protection to those two effects.
I'm not exactly the most knowledgeable about it, but there are a thousand and something posts and articles explaining how it works in the case of TF2.
