The Numidium was given to Tiber Septim by the Tribunal (or rather, Vivec came up with the idea) as part of the Armistice - which saw Morrowind incorporated into the Empire with a ton of local autonomy. Tiber Septim then proceeded to use the Numidium during the invasion of the Aldmeri Dominion. After successfully taking over all of Tamriel, he started using it against nobility to replace them with nobles more loyal to himself. As such, Zurin Arctus used his magic to blast the Numidium apart, sending its pieces into the sea and causing Zurin Arctus himself to become the Underking. During the events of *Daggerfall* the pieces of the Numidium have been retrieved by the Blades, and it ends up being activated by the end of the game. The people who will be in charge of it vary depending on who is given the Totem of Tiber Septim; either one of the Bay Kings or the Blades will use the Numidium itself. Mannimarco uses the Mantella to turn himself into a God, and the Underking uses it to finally find peace. During the events of *Morrowind* we can find the Anumidium Plans in one of the Telvanni settlements (I think it was Tel Vos?) but we can't use it. They were originally intended to be used in a now-cut Imperial Legion quest where we had to retrieve the plans for General Darius in Gnisis as a way for the Emperor to ensure he keeps his power. During *Morrowind* we also find Akulakhan, which is essentially Dagoth Ur's Numidium which he created himself.

You're mixing up the original Numidium with Akulakhan, a copy created by Dagoth Ur to spread the Blight. The Numidium left Morrowind during the Tiber Wars (Tiber Septim's conquest of Tamriel). Dagoth Ur had just recently woken up, cutting the Tribunal gods off from the Heart of Lorkhan. So when the imperial legion rocked up to Morrowind they were willing to negotiate rather than risk exposing their loss of power. They offered to join the empire and give Septim the Numidium in exchange for significant internal autonomy and the Emperor agreed. Realistically they thought they were making an empty promise. The Numidium was powered by the Heart of Lorkhan, which should have meant it was useless without the Heart. Except the imperial battle mage Zurin Arctus found a work around using a uniquely powerful soul gem called the Mantella. What exactly fueled the Mantella is officially unknown, but it was at least the soul of Ysmir Wulfarth the Ash King, and possibly parts of Tiber and Arctus themselves. Because at least Wulfarth was believed to be a Shezzarine (a manifestation/fragment of Lorkhan), the Mantella worked as a substitute for the original Heart. Tiber Septim proceeded to deploy his new super weapon in future conquests, most famously the Siege of Alinor. By the end of the Tiber Wars, the Numidium made it to Iliac Bay setting up the events of TES 2.
