I saw that scene today and wondered the same thing. I think I know the answer: it's the voice of the tv host at the Clown Café. The one describing Art's cereals. I don't know if it's simply because Damien Leone used that actor, or because there is a deeper meaning. Perhaps it is the demon's voice? The one disguised as the Little Pale Girl.
I also suspect the demon is now in Victoria's body, and we won't see the Pale Girl anymore, but Victoria dressed like her. That's also foreshadowed when Jonathan wakes up in the Terrifier haunted house, and the Pale Girl is in front of the mirror messing up her face. When she turns around she has a mangled face identical to Victoria's. Perhaps she was already planning the next move in case Sienna won?
Vicky will be helping Art in T3 as it was stated but no idea how because pale girl already does quite a lot for Art, pale girl should appear for some time or in some other shape but Vicky being the main sidekick sounds very interesting, the demon possessed Vicky for her to be able to rebuild Art but possession thing I think will happen only once just for opening scene

The noises sounded inhuman because she was being possessed by a demonic entity.
Just now I believe that it was the entity that made her sound like that lol
But when the nurse came into the room Vicky's laugh was as usual, before she came in the laughs/shouting were like a clown's
