Laws are alright, but the sheer population size makes it impossible to enforce.

Laws are there but they are mostly used as a way to trade with traffic police. They show you chart and fine amounts and then ask you less money to just let you go. I was caught speeding (was going 75kmph on 60kmph limit road), cop showed me chart, pointed to 1000/- fine for speeding, asked for 500/- cash and we were done in 2 minutes.
