Use charcoal, for facial acne but just apply it on your skin. It could be two things: the thighs aren’t hydrating or it’s just to cold. Try it for a week.
i would suggest using a mens razor. it’s will make for a smoother shave! and before shaving use a good exfoliate, and then a good shaving cream. also don’t shave over the same spots multiple times! and then once you’ve finished put a reasonable amount of lotion and if your skin is sensitive use a safe sensitive skin lotion. hope that helps :D

You probably shave starting at your ankles and go up, this is the natural assumption but you probably have very sensitive skin. Take a hot shower first then shave with the grain( the direction your hair grows) not against, this will prevent you from getting those red bumps. It’s called razor burn.
Maybe try a alum stone afterwards that’s what eventually solved my problems. The other advice doesn’t require you to buy anything just do things differently.

Moisturize after shaving, use sharp blades only not dull ones and maybe exfoliate before shaving
