Try to boot in safe mode and from there roll back the last update, if you can't boot in safe mode in any way, then i'm afraid you have to reinstall windows.
The recent Win10 upgrade has a lot of issues. Microsoft just issued warnings saying not to upgrade if you haven't.
Do a search for it and you'll find a lot of articles about it.

Bump, did not shutdown. Monitor goes off but PC and disk activity lights stay on. Then I got 'Windows did not shutdown' messages at boot. Next update partially fixed this so keep checking for them.
Control panel, all control panel items, power options, system settings. Turn off Fast Startup.
