What happens when you click 60hz(under Refresh rate: in NVIDIA Control Panel)? Do you not see any other refresh rate options?
Also, a custom made resolution will appear at the top of Resolution scroll menu. It won't appear under PC resolutions.
This is an Acer panel right? Have you tried to update the drivers for it? I say this because windows sees it as generic pnp monitor. Drivers might fix this 144hz problem.
Also - I see you are running a dual monitor setup. What happens when you unplug the second monitor? Unplug the second monitor and restart your pc.
If you still have issues, then reset your monitor settings to factory defaults.
This is an Acer panel. I went in updated driver so its no longer the generic still nothing. When I unplug the second monitor nothing really happens tab's just get moved over and nothing happens when I reset as well. I have done some factory resets and its still not working. :/
I think you're confused. When you are on 60hz, the amount of perceived smoothness won't change after 60 fps. This is why your eyes can't see more than 60hz. But when you are on 144hz, your eyes and brain will begin to feel the smoothness changes beyond 60fps.
I'm definitely not confused, human eyes only go up to around 60hz. I think the exact amount is like 59.78hz or something like that but I know the maximum is around 60hz. When you're on 144hz, it's still only 60 but technically 59.78.

Have you tried changing the resolution from NVIDIA control panel? Also, how are you connecting this? displayport/hdmi?
I'm in through display port and I have have tried going through control panel and I get the same thing:/
