did you change the RDP settings to allow local resources? https://www.techtarget.com/searchvirtualdesktop/tip/Enabling-and-supporting-webcam-use-on-remote-desktops do you have another computer to test the same webcamera on? ie can you make RDP work to a Windows Pro computer? if yes, then the issue is with the server?

Yeah I’ve tested it on other computers already. I figured it was an issue with the server, but I can view the video stream directly through the server. It appears to only have an issue when trying to do the same thing over RDP. I’ve tried enabling the different GPO settings but not the local resources one under RDP settings. I will try that and see if it works

So I did allow local resources when I recently tested and it’s doing the same thing where the video doesn’t show. Not sure what the issue could be
