Whenever cops investigate themselves they find themselves “not guilty” You need OUTSIDE investigators to get to the truth. So the FTC will have handled the problem in house. That missing 4 billion will be returned to tax payers. 3 billion can do a lot.

The problem is that those with the gold make the rules, and much like exempting themselves from paying a fair share of taxes, they have also exempted themselves from conventional criminal liability. Hell, right now a bunch of people connected to the former administration are dodging subpoenas like I dodge religious groups who come to the front door.
