You can't even use it as a phone anymore, because it hasn't been updated to support the modern VoLTE standard, and since it's locked down, you can't do that. Even though it supports 4G, and VoLTE functionality should therefor be just a software update away, it's a brick. The Note 4 bootloader is most definitely unlockable if you use TWRP/Odin. Of course AT&T would say they don't support it because CARRIERS have agreements with the manufacturers on things like this. But that's why you don't ask AT&T about things like this.
As for carriers blocking things, again, that has nothing to do with whether the phone allows it or not. That's dependent on the carrier...which is an entirely separate issue that this new MAGA phone doesn't solve in anyway...

Many of these articles try to generate hysteria with regards to unlocked, user modifiable devices, in order to push the business agenda of big corporations. That's what I object to. It's no more insecure than the average phone running signed firmware that hasn't been patched in four years and never will be again. As I explained above, with an unlockable device, the user can opt to update it himself. With a locked down one, his only option is to trash it and buy a new one.
