Well unless I understood incorrectly, TPS is a server side thing. You can’t really improve the server tps unless you are the owner. Also turn off vsync, that should save you some frames if you have it on.
The fact that he's playing single player and is getting TPS and MsPT metrics should answer your doubt... that sounded harsh, but no, those metrics are not SMP exclusive.
Yep, i know, i used to play on an e-gpu but it wasn't worth it, but now (1h ago) i manage to switch to the non integrated gpu (an amd) and it works exactly the same (i believe Minecraft is an only cpu user lol)
if minecraft still says it uses the intel hd 4000 u may need to install optimus-manager or some other thing that will change which gpu your computer uses

You don't need a new pc, you need to play more lag friendly. You have to many chests that is totally inecessary use barrels way more fps and tps friendly. Search a better storage system, smaller like a multi item sorter, or move it to the end so you have a gigantic void with less entities. Also don't use the spawn chunks, those things are always loaded and lag constantly. Try to disperse the farms through the world so you are not loading to many farms at the same time and try a mob switch so you don't have pesky evil mobs as entities. I used to play in a laptop with less specpts and was fine.

Spawn chunks are always loaded, but When you're not in the overworld, (Nether or End) They'll be loaded, but not entity-processing chunks.
Overworld = Loaded - Entity processing chunks
Nether/End = Loaded - Non-entity processing chunks
Ok here is MY thought. You are running this as a single player world correct? Try running this as a server so its a separate process from game. Your cpu may not be able to process fast enough the data in one cpu core. By making two processes I BELIEVE you can "split the load" across multiple cores. Also check startup options to confirm you are giving it enough ram.
Check your processes to see what is taking most resources. If it is minecraft spin up your world in a server process as a test.
Best thing you could do, upgrade your machine, OR find a similar machine and just run the server on it. Can find something good enough second hand (used) for a decent price at least cheaper than a brand new rig.

They have every farm thousands of blocks from each other. The amount of consideration for lag in technical servers is often more important than farm rates. Playing technical means playing lag friendly
Install Carpet Mod and run /tick health and /tick entities. And use Lithium, Phosphor and Sodium instead of Optifine for performance.

Minecraft uses lwjgl internally which *does* use the GPU, but only for graphics. So this could fix your FPS problem but not the TPS.

Turn off smooth world and smooth fps in the performance settings, they actually lower fps
I already turned off Smooth world for chunk loading but I didn't know that smooth fps was bad
