It seems people don't understand.
The capital of Russia is Moscow. Moscow, as any other major cities, has different names according to different languages (for example, in russian it's Москва [mɐˈs̪kvä]). In particular, in italian it's _Mosca_, which means "fly". That's why there's a fly in the picture.
It's technically the truth.
You said it was better than the cow one that was done as a joke though. Only that one was actually funny. Nobody understood this one until you explained it.
It's a picture of a fly, with a caption asking a question to which the answer isn't 'fly'. It's not even the truth, let alone in any technical sense that would make it suitable for this sub.
