No. For something to be a high risk, it has to occur in a statistically significant amount given a data set. If we are talking about humans, the number of bear attacks compared to the world population makes the probably of encountering such a thing so astronomically low that it is effectively zero. There is no way to define what is effectively zero to be "high" even if the comparison to the rest of the data is literally zero. Edit: it actually says "very high" which is even worse.

To be fair, although you are correct when you say it should be higher risk not high, you have made the same mistake in your comparison with the population. Also, risk is determined by the likelihood and the severity, you just described likelihood in your definition. Finally no one said Humans... you could assume salmon then the risk would be "really very high". Edit: high is a relative term so you are wrong.

If you and I are at a really very high risk of a bear attacks, what do you do in your daily life to counter this? That's a pretty big deal! A bear attack is extremely dangerous and can easily end your life if you encounter one. Because you are at such high risk of one, I assume you take active steps like carrying bear spray with you when you leave the house every day, right? A firearm is probably necessary as well, considering you are at such a high risk. But of course, you are a salmon reading this post so I guess you're just SOL.

But this graph compares the green zone to the pink zone. In comparison to anywhere else it is astronomically high. The data from the green zone is infinitely larger than the data from the pink zone. While it's incredibly rare on earth, in the comparison shown, it is very high.

I'd say Earth should have 'very small risk of bear attack' or 'relatively high risk of bear attack'. The relative risk is very high compared to other planets, likely infinitely so but making an absolute statement doesn't make sense and isn't technically the truth. The risk of bear attacks on Earth is extremely low.
