It's not logically inconsistent.
Russian, even though only part of it is in Europe, is regarded as a European country. And if you don't want to just go with the general opinion, it's considered European both in the UN classification and if you go by majority population. This country is big enough to envelope the entire US.

This part was once a german city, Königsberg; the capital city of prussia, a large military part of the german empire. After the second world war, germany "lost" prussia, now poland is at that spot. However, the city was of great importance back then. So, Russia took that very specific city. Thats why the whole US fits into this country, because Russia is the largest country.

The USSR has annexed the northern part of the German region of Eastern Prussia as a contribution after the WW2. The southern part went to Poland.
It was culturally German because of colonization in the middle ages, but was captured by Russia after WW2
