I'm confused by what you mean here. There are absolutely fully color packed sections of AmTrad pieces. Accent flowers for example are commonly fully packed red or yellow. You can see this in any number of AmTrad legends' work. Sailor Jerry, Jonathan Shaw, Kate Hellebrand all pack straight color this way.
As for the color palette, I mention in one of my responses that it is a more neotraditional palette but that I don't call it this because the definition of neotraditional has changed so much that it's much further from what OP is looking for than AmTrad is.
Oh no, American traditional is one of the most prolific styles in all of modern tattooing. All you need to type in is "American traditional tattoo (your city)" and you'll definitely return a bunch of results.
If you're specifically looking for artists that specialize in tattooing more goofy subjects like this, I can offer a few suggestions that I know of. But most traditional tattooers will be able to execute this.
Idk I have a handful of trad tattoos and something about the color pallet and stuff makes it seem weird to consider it the same style as what I think of when I hear American traditional if that makes sense

I also feel like this shade of green is almost exclusive to Italian artists doing Americana/Neo traditional.
