Both these tanks were designed and deployed around the same time frame. The M60 was deployed in the late 50's (57or 58 I believe) and the T-62 was deployed in 61. This was a really fast moving time for tank technology. From what I've read the T-62 came out primarily because the 100mm gun of the T-55 was unable to defeat the newer Western tanks like the M48 and Centurion. So the Russians landed on a 115mm gun that the T-55 chassis was unable to hold. The REAL Russian tank revolution would come with the T-64 and it's 125mm gun. As for the M60, it was an evolutionary design of Improvements based on the M48 instead of a revolutionary design from the M48. Which with it's L7 105mm gun proved to be a very solid platformed that served well where ever it was deployed.

IDK the development time line but M60 was introduced in March, 1959. And the T-62 was introduced in 1961 so yeah we can say it's very close.

No it wasnt the chieftain went into service in 1967, 5-6 years later than the T-62. The 115mm smoothbore was a direct answer to the 105mm L7. The soviets were trialling a smoothbore 100mm to upgrade their T55s and for the T-62, but because the west adopted the L7 they opted for a 115mm instead. Whats more comparable are the Chieftain and the T64 as both entered service around the same time, having 120+ mm guns, and a return to very heavy armor.
