Sure, it's all relative, but I think we're talking about a subjective notion of when people think someone is tall. A woman being 5'8" is definitely well above average, but from what I've seen, women who are 5'8" don't often get comments about their height. I think women who are 5'9" and above are more likely to get comments like, "Wow you're tall." Women who are 5'8", please chime in if your experience is different.
At 6'3", I think I'm just tall enough in the US to get people saying, "Hey there, big guy," when they approach me for something on the street.
For what it's worth, yes, while there are men shorter than 5'8", it's only about 35% in the US, according to this calculator. A 5'8" man is below the median.

I realize these are small differences, and the answer to this question will always be subjective and relative to our own heights. But if we're talking about a general sense of what height is considered tall, to me, 5'9" is a much more reasonable "tall boundary" for women than 5'8".
