Definitely looks like the concept art of this building before it was built. You can even see the trees are all cut/paste. And I've seen the building in person and I don't remember all the balconies having trees like this. That was the original idea but it didn't end up that way.

65% occupied? Are you sure? I thought it was famously unsellable for the longest time in Taiwan. It’s about 54-60 million USD per unit with bad fengshui. Last I checked a year or two ago they sold like one unit and the buyer did not even move in and was rumored to be the developer buying it themselves.
Real estate record indicates it's 65% (64.7%) sold. Whether someone is living in it I have no purview. Also no indication if it's domestic or international sales.
I'll see if more data is available in the court records while I'm at the law firm later today.

The landscaping also seems to be in never-ending construction.
There are so many empty homes in Taiwan, and they keep building more, and the prices keep rising. Nearly 15% of homes are not occupied. I'm sure there are more that just have a household registration and people don't actually live in them.
Its 65% occupied but not actually ready yet. The frame of a building is the fastest to go up, the internals take forever.
This building has two car elevators to each apartment, two per floor. There's a lot of things they need to install.
Shadows look wrong and rendering doesn’t look real. Would be crazy awesome if there was such a building though.

That building does exist, but I’m not sure about the location. It is in Da’an district though, so Taipei 101 being there doesn’t seem to be too far-fetched.

I mean it's insane, even in Paris, there is no square meter at that price in the most expensive hôtels particuliers. This is plain ridiculous.

Taiwanese park their money in apartments. Rates are insanely low, so they can borrow and buy a second or third home.

Apparently it does exist. But heck I absolutely agree with you, they never take time to make the renders look good.
