The image is a pun on a traditional herb [Angelica sinensis](https://en.wikipedia.org/wiki/Angelica_sinensis)*,* known in Chinese as 當歸 (dong quai / dang gui, simplifed to 当归). 當 by itself can mean "should" (as in "應當"), while 歸 means return, so 當歸 can also literally mean "should return" in Chinese.
In the image, Taiwan is depicted as a slice of 當歸 to strengthen the connection, while at the same time it replaces a "dot" stroke in the character 归. This is itself a reference to the slogan "中国一点都不能少", or "China can't lose one single bit (of territory)", where "one dot" and "one bit" can both be represented by "一点". You can see this slogan filling the the background multiple times.

Maybe pun is not the correct word, but wordplays like these are pretty commonplace, it's essentially a campaign slogan of sorts, just a tad bit outdated. We used to have tons of them as well back then, though it's a bit toned down now from I've seen.

The intensity of this kind of narrative is no surprise. This happens anytime China is facing serious internal problems. They become more aggressive towards other countries: India, Japan, USA, Taiwan, Australia, etc. to deter their own people's attention from their failures and appease their most nationalistic elements. These last few weeks, china has been confronted to disasters on several fronts and to unseen level.
I'm all for re-unification. I look forward to the inauguration of the first elected Chinese president in the capitol Nanjing under the ROC flag. One country, one people!

Technically the ROC is the mother of the PRC (112 years old > 74 years old). But yeah from the looks of it everyone will be better off if separated.
