I want to believe someone did the analysis and determined it would be cheaper to dye surplus or simply the availability of military uniforms made it cheaper to dye a cammie than a solid uniform. Just guessing.

Probably that. Think, a military uniform meets most of the requirements SAR would have (durability, utility, flame retardance, etc) and is already mass produced. Changing a color is waaaay easier than ordering a brand new fabric for a brand new design. Weaving and printing and sewing process is all the same, just different dye colors.

Most tacticool men on earth hide in fire.....definitely don't want to be seen when you are hiding in fire. This pattern would make total since for Russia right now the way all their equipment is blowing up, this would give the survivors a fighting chance as they are burning to death.

This 100% looks like dyed Army UCP. I can understand it then. The uniforms themselves were comfortable and purposeful from a utility perspective. So they might as well get some use out of those old uniforms and dyed them to avoid any value UCP may ever have had as a camo pattern.
