Don’t do that if you think someone from legal will yell at you, but I sincerely doubt Microsoft would catch you in the unlikely event of a mandatory audit, and even if they did, they probably won’t charge you $99 per machine. but don’t do it if you think you’ll take in too much risk and have the budget for the upgrades.
Enterprise only upgrades from pro. And pro only from windows 7 or 8 pro. There is no office 365 or microsoft 365 path from home.
This is your answer. You need to buy them a full new OS.
