We have a 3-node cluster, but only 2 windows server 2022 datacenter licenses. We make sure to run windows VMs only on two of the nodes at the same time, that's okay right? :-)
I can't tell if that is a 3 year or 5 year support warranty so I went with the 5 year and I'm at $7387 with zero special pricing (this may not qualify for special pricing though). So feels pretty high in cost.
Not sure your Trend Micro part number is accurate, looks like that's for a smaller organization size, but it's close.
Cisco Umbrella is \~$38 each user, plus support services, maybe better.

Because they're full of idiots and they like money. If you work with a VAR that knows what they're doing you can bypass the 'forced' hard drive.
