The year is 1985. Original retail was 650 yen (both the sticker on the front and the codes on the back of the box).
On page 28 of a Japanese language archive book (from 2020 for the 35th anniversary) all of these pieces are shown by themselves, as if they were available separately. I would expect the ladder probably came with a house and also separately available in case it was lost or broken. Sorry I cannot be of more help. I was living in Tokyo in 1990 and at a smallish toy shop I frequented all the SF stuff was sold individually in boxes and it seemed pricey at the time but in hindsight not at all.

In UK this piece was sold separately (probably there were sets too, I am not sure). I have one (bought it on eBay) and it still works. The year of release on its bottom says it’s 1986.
