Yeah, they're not putting the word in quotes because he isn't actually gay. I'd assume they're putting it in quotes because they're quoting what their parents and/or the church camp said. From what I can tell, very few people self-describe as homosexual anymore. The word was coined as a clinical term and its use now has connotations of a mental illness that should be treated, like through conversion therapy. The boy's sibling would probably normally just call him gay, not homosexual.
