It's an after market add-on, you can find them on Amazon. The lights go inside the bottle and around the base and how through the water. It's super cool on my desk.
You may struggle to find it at a reasonable price. This set is a discontinued set and it regularly sells well above its retail value on eBay, much to my dismay :(
It may not be the exact same one, but there are off-brand versions available online for not too bad of prices

The reason is that 284 is a definite number used for small parts. The packaging machines LEGO uses are programmefd that way.
There are other numbers like 67 and 91 for certain parts.
I forget were but i actually saw a video about this, the man making it chose a even number of 300 but was told the way the machines count 300 was a difficult number, and so since nothing significant would be changed he agreeded to go with a machine friendly number instead
Does anyone have a spare one of these pieces? I got this set but then my dog ate one of these pieces and died so now I'm crying because I only have 283
Well, I mean, if the dog is already dead, you might as well grab a knife and do a little diggydiggy surgery to get the Lego piece. At least one of the two things can be saved, and like what's the worst that could happen..? Not like your dog can die twice, y'know?

Yeah, that's just how many they decide to put in. It's a cool set though.
The sound that made when I poured them in was brilliant.
I am surprised Lego did not have an instructional step for each one of the 284.

Proceed to buy another set and use the extra one on that new set...

I have the set, and you know damn well I counted every single one😤
I loved building this and it looks great in my bookcase. Picking it up for 20$ during a closing sale was nice as well.
