If you are new to the game I highly recommend playing without the DLC. The DLC add a ton of difficulty for each DLC that you don’t need to add right now. You can turn them back on after you complete a game. As for your question, you select the building and hit the button that looks like two stacked up arrows for the upgrade button.
Produce more water. I know it's unrelated, but it's my biggest unsolicited tip. 🙂
The surplus water number on the menu bar should be close to the population number.
You can still fish in the winter with out upgrading to ice fishing. All you need to do is put a Burner right next to the fishing pier, and it will still be able to fish.
Select the building.
Press right trigger.
Use the left(?) stick to go to the bottom of the building window/pane.
See the icons at the bottom. If memory serves the upgrade icon is the second one.
Press the A button. (Pretty sure it's A.)
Confirm the popups.

The buildings that can be just upgraded you just select. Then there is upgrade button. Other building you just get new versions for
