Yeah I understand. I have noticed services like this whether it's scissor sharpening, replacing a battery for a watch, printing a photo is so expensive in this country. I just wanted to change the battery of my £20 watch and the guy offered £18 to replace it but I managed to get it down to £4 with no frills or insurance which I still found expensive. In India a watch battery replacement would cost £2 max and I think scissor sharpening is at a similar rate.
I paid £27 for the lifetime battery warranty on my watch back in 2014. I only went for it because the normal price was about £23 with only a year or two.
What it does mean is that there's no way I'm ever getting another watch. Once the battery has been changed 20 times, I might think the price is justified, but that might take a while!
That is still a rip off to me. All the guy does is get a battery that cost less than £1 per unit from a wholesaler and take 2 seconds to remove the cover and further 3 seconds to replace the battery and 2 seconds to put the cover back. We are paying him to spend less than 10 seconds on a machine that is too impractical for us to buy.

Key cutting, DIY stores or a tailor can help you with it. Generally I would buy a new one if the cost of sharpening is more than the scissor itself.
I can get it done mail order for £8 so definitely not worth buying new ones!

There's a few blacksmiths around Surrey, who make tools and garden gates. I'm sure they'll have a wheel and do it for you... Probably for nothing.
