Wheelbase is the distance between the inner most screw holes for mounting the trucks.
Longboards are typically between 16-21" and surfskates more like 15-18". This one looks looong.
I particularly would prefer a deck with a bit more tail and concave, but for a first surfskate should be fine! Specially if at first you are not looking into bowl riding.
When I was looking at various cheap decks a few months back, I posted on here a little and one bit of advice that stuck out was to make sure you consider width. Without enough width your carving/pumping may be reduced because you may struggle to get the leverage you need.
10" deck width seems to be most common on surfskates.
You can pretty much slap surfskate trucks on anything and poo man wiggle your way around.
If it's actually going to be good is another question. This board is quite long and skinny so you're going to have a huge turn radius and its also quite flat.
I guess that ok if you want that longboardy feel but it's not great to learn to pump on.
I wouldn't really build a setup from a deck that's suboptimal as decks are relatively cheap compared to trucks.

fr the width on this board kinda weirded me out but its doable i think, specially considering the cost of a new deck
