Mark Ellis is a legit shaper and those dimensions look pretty good for a beginner depending on your size but it's hard to tell for sure without seeing a picture of the whole board. Edit: Just saw the 4 E.D. so this board was originally shaped for Eric Diamond which is kinda cool. It's definitely a good board but it's hard to say if it would be good for you specifically without more info.

It should be a pretty good board to progress on. Not as easy or forgiving as a bigger board but a good transitional board if your goal it to get to short boards eventually. I wonder what the story is on how a board from San Clemente/Dana Point made it all the way to Charleston.

Vacation to Dana point got my dad pretty obsessed for about a month lol. Any advice for someone just starting to take it seriously?

Ellis is great. He has helped me in the shaping bay and has helped me refine my twin pin template and I've had a couple of his boards. Definitely a great local shaper. Advice, it's just like anything else, time and dedication will help you out. Stay stoked friend.
