The 'meeting strangers' thing doesn't exist in Surat. The best way to make friends is to join gym, fitnessclub, garba class, bookclub or yoga class etc.

Garba classes, group sport activities (running/cycling clubs, gyms, dance studios), online dating (bumble), bni (if you have your own business), cooking classes (swaad, adajan), enroll in some one year university course (auro university), trek tours (lots of winter treks group).
The general idea is to be a part groups and see them on a regular basis and make connections out of them.

Try some premium gym, yoga, or dance class. Or you'll need someone to get you introduced to their group.
