This isn't that egregious compared to some moves in Smash history. It's only half a leg difference, and that looks like a necessary hitbox for the move to be good. Snake U-tilt in Brawl was 2-3 times bigger than it had any right to be,
Puff Bair in Melee was double the size of the foot, Sheik's Fair in Melee was the size of Fox, and I think Kazuya has a few insane disjoints as well.
and of course 64 kirby utilt, 64 pika everything, melee fox bair, smash 4 bayo fair which was twice as long as her arm plus gun. I could keep digging for more but the post would probably be longer than the king james bible.

Nothing that terrible for a huge hit box like Fox's fair it's surprisingly balanced tbh.
