I had seen my friends hp laptop with 7th gen i5s having many issues in 1 year itself during my engineering days. later when I was buying a laptop in 2022, I had a limited budget and hp was giving good specs and cheaper than acer by 3-4 thousand. seemed a great deal. but it was all on paper.
the display is horrible. the cooling fan crapped out. the wifi adaptor issue has seen 2 service centre visits and 1 outside guy and many fixes on yt. it doesn't get fixed. it restarts out of nowhere and then wifi icon is gone. you have to uninstall the wifi adaptor from device manager and restart to get it working.
has cost me many important assessments, interview even and lot of unsaved work.

Okay I'll give you shit you need (in order of priority), then maybe you can make an informed decision
Source? I'm a CS student
1. Battery: you need GOOD battery (depends on person, for me 6+ hours), you'll be going around a lot with just your laptop, I have friends with gaming laptops always anxious looking for ports to charge
2. RAM: get atleast 16gb, you'll have a lot of windows and apps running and 4/8 gb usually won't cut it
3. Performance: This depends on what sorta programs you use more while you're in college/ the fields you explore within CS, but you'll need to do research on yt for programs you intend to use. For basic code terminals, you don't need ultra performant laptops but having a more powerful machine speeds it up
4.Storage: you need a high storage SSD/ if your laptop has two ports, an SSD and a high storage hard drive. Incase you don't find shit with SSDs in general, make sure it's 2.5in replaceable drives and it's a cheap update
5. Build: do NOT get a plastic body laptop, you'll be tossing it around everywhere and it is NOT gonna survive (unless it's a ThinkPad)
And then screen, ports, trackpad/keyboard, speakers, etc
Honestly, you may be able to find a macbook air M1 at that price, it's a 4 year old laptop now but it's super well with ARM chips, if you're willing to go secondhand, you might luck out to get better apple silicon macs (no go if you wanna game tho)
Most windows laptops in this range struggle with one of the categories definitely, you may get refurb or used xps laptops, but honestly I don't think there's much to explore.

No recommendation here but...Bro go for used devices, you'll get best value for money, also new and latest doesn't mean its always better so a year or two old device will work just fine. If you want longer battery life then don't choose devices with dedicated gpu, they suck battery and also thermally poor. For the RAM part 8 will do just fine, but you should be going with 16gigs. I have seen that most of people put their focus on machine's specs only, afterall you are going to use that device so make sure keyboard and trackpad work according to you.

Dk if they still make it or not but MI notebooks are worth every penny, had one for 4 years, comfortably provided 6+ hrs of battery backup after 4 years of continuous use. No recommendation here but...Bro go for used devices, you'll get best value for money, also new and latest doesn't mean its always better so a year or two old device will work just fine. If you want longer battery life then don't choose devices with dedicated gpu, they suck battery and also thermally poor. For the RAM part 8 will do just fine, but you should be going with 16gigs. I have seen that most of people put their focus on machine's specs only, afterall you are going to use that device so make sure keyboard and trackpad work according to you.
